A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
imagine evil--that is, devise evil. The Septuagint takes it, Harbor not the desire of revenge (Lev 19:18). "Devise evil against one another" is simpler (Psa 36:4; Mic 2:1).

1 Woe [01945] to them that devise [02803] iniquity [0205], and work [06466] evil [07451] upon their beds [04904]! when the morning [01242] is light [0216], they practise [06213] it, because it is [03426] in the power [0410] of their hand [03027].
4 He deviseth [02803] mischief [0205] upon his bed [04904]; he setteth [03320] himself in a way [01870] that is not good [02896]; he abhorreth [03988] not evil [07451].
18 Thou shalt not avenge [05358], nor bear any grudge [05201] against the children [01121] of thy people [05971], but thou shalt love [0157] thy neighbour [07453] as thyself [03644]: I am the LORD [03068].
3 Therefore thus saith [0559] the LORD [03068]; Behold, against this family [04940] do I devise [02803] an evil [07451], from which ye shall not remove [04185] your necks [06677]; neither shall ye go [03212] haughtily [07317]: for this time [06256] is evil [07451].
1 Woe [01945] to them that devise [02803] iniquity [0205], and work [06466] evil [07451] upon their beds [04904]! when the morning [01242] is light [0216], they practise [06213] it, because it is [03426] in the power [0410] of their hand [03027].
17 Therefore thus saith [0559] the LORD [03068]; Ye have not hearkened [08085] unto me, in proclaiming [07121] liberty [01865], every one [0376] to his brother [0251], and every man [0376] to his neighbour [07453]: behold, I proclaim [07121] a liberty [01865] for you, saith [05002] the LORD [03068], to the sword [02719], to the pestilence [01698], and to the famine [07458]; and I will make [05414] you to be removed [02189] [02113] into all the kingdoms [04467] of the earth [0776].
5 For if ye throughly [03190] amend [03190] your ways [01870] and your doings [04611]; if ye throughly [06213] execute [06213] judgment [04941] between a man [0376] and his neighbour [07453];
6 If ye oppress [06231] not the stranger [01616], the fatherless [03490], and the widow [0490], and shed [08210] not innocent [05355] blood [01818] in this place [04725], neither walk [03212] after [0310] other [0312] gods [0430] to your hurt [07451]:
7 Then will I cause you to dwell [07931] in this place [04725], in the land [0776] that I gave [05414] to your fathers [01], for [05704] ever [05769] and ever [05769].
31 And, lo, it was all grown over [05927] with thorns [07063], and nettles [02738] had covered [03680] the face [06440] thereof, and the stone [068] wall [01444] thereof was broken down [02040].
