A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
thou shalt have known, &c.--a promise of spiritual grace to him, causing the judgment to humble, not harden, his heart.

heavens do rule--The plural is used, as addressed to Nebuchadnezzar, the head of an organized earthly kingdom, with various principalities under the supreme ruler. So "the kingdom of heaven" (Mat 4:17; Greek, "kingdom of the heavens") is a manifold organization, composed of various orders of angels, under the Most High (Eph 1:20-21; Eph 3:10; Col 1:16).

16 For [3754] by [1722] him [846] were [2936] all things [3956] created [2936], that are in [1722] heaven [3772], and [2532] that are in [1909] earth [1093], visible [3707] and [2532] invisible [517], whether [1535] they be thrones [2362], or [1535] dominions [2963], or [1535] principalities [746], or [1535] powers [1849]: all things [3956] were created [2936] by [1223] him [846], and [2532] for [1519] him [846]:
10 To the intent that [2443] now [3568] unto the principalities [746] and [2532] powers [1849] in [1722] heavenly [2032] places might be known [1107] by [1223] the church [1577] the manifold [4182] wisdom [4678] of God [2316],
20 Which [3739] he wrought [1754] in [1722] Christ [5547], when he raised [1453] him [846] from [1537] the dead [3498], and [2532] set [2523] him at [1722] his own [846] right hand [1188] in [1722] the heavenly [2032] places,
21 Far above [5231] all [3956] principality [746], and [2532] power [1849], and [2532] might [1411], and [2532] dominion [2963], and [2532] every [3956] name [3686] that is named [3687], not [3756] only [3440] in [1722] this [5129] world [165], but [235] also [2532] in [1722] that which is to come [3195]:
17 From [575] that time [5119] Jesus [2424] began [756] to preach [2784], and [2532] to say [3004], Repent [3340]: for [1063] the kingdom [932] of heaven [3772] is at hand [1448].
15 Nevertheless [01297] leave [07662] the stump [06136] of his roots [08330] in the earth [0772], even with a band [0613] of iron [06523] and brass [05174], in the tender grass [01883] of the field [01251]; and let it be wet [06647] with the dew [02920] of heaven [08065], and let his portion [02508] be with [05974] the beasts [02423] in the grass [06211] of the earth [0772]:
17 This matter [06600] is by the decree [01510] of the watchers [05894], and the demand [07595] by the word [03983] of the holy ones [06922]: to [05705] the intent [01701] that the living [02417] may know [03046] that the most High [05943] ruleth [07990] in the kingdom [04437] of men [0606], and giveth [05415] it to whomsoever [04479] he will [06634], and setteth up [06966] over [05922] it the basest [08215] of men [0606].
