For behold, the Lord will come with fire - The Septuagint reads this 'As fire' (ὡς πύρ hōs pur). Fire is a common emblem to denote the coming of the Lord to judge and punish his enemies Psa 50:3 :
Our God shall come, and shall not keep silence;
A fire shall devour before him,
And it shall be very tempestuous round about him.
So Hab 2:5 :
Before him went the pestilence,
And burning coals went forth at his feet.
So Psa 97:3 :
A fire goeth before him,
And burneth up his enemies round about.
So it is said Th2 1:8, that the Lord Jesus will be revealed 'in flaming fire, taking vengeance on them that know not God' (compare Heb 10:27; Pe2 3:7). So Yahweh is said to breathe out fire when he comes to destroy his foes:
There went up a smoke out of his nostrils,
And fire out of his mouth devoured;
Coals were kindled by it.

Compare the notes at Isa 29:6; Isa 30:30. This is a general promise that God would defend his church, and destroy his foes. To what this particularly applies, it may not be possible to determine, and instead of attempting that, I am disposed to regard it as a promise of a general nature, that God, in those future times, would destroy his foes, and would thus extend protection to his people. So far as the language is concerned, it may be applied either to the destruction of Jerusalem, to any mighty overthrow of his enemies, or to the day of judgment. The single truth is, that all his enemies would be destroyed as if Yahweh should come amidst flames of fire. That truth is enough for his church to know; that truth should be sufficient to fill a wicked world with alarm.
And with his chariots like a whirlwind - The principal idea here is, that he would come with immense rapidity, like a chariot that was borne forward as on the whirlwind, to destroy his foes. God is often represented as coming in a chariot - a chariot of the clouds, or of a whirlwind. Psa 104:3 :
Who maketh the clouds his chariot,
Who walketh upon the wings of the wind.

And his chariots shall be as a whirlwind.
Chariots were commonly made with two wheels, though sometimes they had four wheels, to which two horses, fiery and impetuous, were attached; and the rapid movement, the swift revolving wheels, and the dust which they raised, had no slight resemblance to a whirlwind (compare the notes at Isa 21:7, Isa 21:9). They usually had strong and sharp iron scythes affixed to the extremities of their axles, and were driven into the midst of the army of an enemy, cutting down all before them. Warriors sometimes fought standing on them, or leaping from them on the enemy. The chariots in the army of Cyrus are said to have been capacious enough to permit twenty men to fight from them.
To render his anger with fury - Lowth renders this, 'To breathe forth his anger.' Jerome translates it, Reddere, that is, to render. The Septuagint, Ἀποδοῦναι Apodounai, to give, or to render. Lowth proposes, instead of the present text, as pointed by the Masorites, להשׁיב lehâshı̂yb, to read it להשׁיב lehashı̂yb, as if it were derived from נשׁב nâshab. But there is no necessity of a change. The idea is, that God would recompense his fury; or would cause his hand to turn upon them in fury.
With fury - Lowth renders this, 'In a burning heat.' The word used (חמה chēmâh) properly means "heat," then anger, wrath; and the Hebrew here might be properly rendered, 'heat of his anger;' that is, glowing or burning wrath, wrath that consumes like fire.
With flames of fire - His rebuke shall consume like fiery flames; or it shall be manifested amidst such flame. |

The prophecy now takes a new turn with the thought expressed in the words, "and fiercely does He treat His enemies." The judgment of wrath, which prepares the way for the redemption and ensures its continuance, is described more minutely in Isa 66:15 : "For behold Jehovah, in the fire will He come, and His chariots are like the whirlwind, to pay out His wrath in burning heat, and His threatening passeth into flames of fire." Jehovah comes bâ'ēsh, in igne (Jerome; the lxx, on the contrary, render it arbitrarily ὡς πῦρ kâ'ēsh), since it is the fiery side of His glory, in which He appears, and fire pours from Him, which is primarily the intense excitement of the powers of destruction within God Himself (Isa 10:17; Isa 30:27; Psa 18:9), and in these is transformed into cosmical powers of destruction (Isa 29:6; Isa 30:30; Psa 18:13). He is compared to a warrior, driving along upon war-chariots resembling stormy wind, which force everything out of their way, and crush to pieces whatever comes under their wheels. The plural מרכּבתיו (His chariots) is probably not merely amplifying, but a strict plural; for Jehovah, the One, can manifest Himself in love or wrath in different places at the same time. The very same substantive clause מרכבתיו וכסופה occurs in Jer 4:13, where it is not used of Jehovah, however, but of the Chaldeans. Observe also that Jeremiah there proceeds immediately with a derivative passage from Hab 1:8. In the following clause denoting the object, אפּו בּחמה להשׁיב, we must not adopt the rendering, "to breathe out His wrath in burning heat" (Hitzig), for hēshı̄bh may mean respirare, but not exspirare (if this were the meaning, it would be better to read להשּׁיב from נשׁב, as Lowth does); nor "ut iram suam furore sedet" (Meier), for even in Job 9:13; Psa 78:38, עפו השיב does not mean to still or cool His wrath, but to turn it away or take it back; not even "to direct His wrath in burning heat" (Ges., Kn.), for in this sense hēshı̄bh would be connected with an object with ל, אל (Job 15:13), על (Isa 1:25). It has rather the meaning reddere in the sense of retribuere (Arab. athâba, syn. shillēm), and "to pay back, or pay out, His wrath" is equivalent to hēshı̄bh nâqâm (Deu 32:41, Deu 32:43), Hence עפו בחמה does not stand in a permutative relation instead of a genitive one (viz., in fervore, riâ suâ = irae suae), but is an adverbial definition, just as in Isa 42:25. That the payment of the wrath deserved takes place in burning heat, and His rebuke (ge‛ârâh) in flames of fire, are thoughts that answer to one another. |

12 And he shall set up [05375] an ensign [05251] for the nations [01471], and shall assemble [0622] the outcasts [01760] of Israel [03478], and gather together [06908] the dispersed [05310] of Judah [03063] from the four [0702] corners [03671] of the earth [0776].
13 The envy [07068] also of Ephraim [0669] shall depart [05493], and the adversaries [06887] of Judah [03063] shall be cut off [03772]: Ephraim [0669] shall not envy [07065] Judah [03063], and Judah [03063] shall not vex [06887] Ephraim [0669].
1 And in that day [03117] seven [07651] women [0802] shall take hold [02388] of one [0259] man [0376], saying [0559], We will eat [0398] our own bread [03899], and wear [03847] our own apparel [08071]: only let us be called [07121] by thy name [08034], to take away [0622] our reproach [02781].
2 In that day [03117] shall the branch [06780] of the LORD [03068] be beautiful [06643] and glorious [03519], and the fruit [06529] of the earth [0776] shall be excellent [01347] and comely for [08597] them that are escaped [06413] of Israel [03478].
3 And it shall come to pass, that he that is left [07604] in Zion [06726], and he that remaineth [03498] in Jerusalem [03389], shall be called [0559] holy [06918], even every one that is written [03789] among the living [02416] in Jerusalem [03389]:
4 When the Lord [0136] shall have washed away [07364] the filth [06675] of the daughters [01323] of Zion [06726], and shall have purged [01740] the blood [01818] of Jerusalem [03389] from the midst [07130] thereof by the spirit [07307] of judgment [04941], and by the spirit [07307] of burning [01197].
5 And the LORD [03068] will create [01254] upon every dwelling place [04349] of mount [02022] Zion [06726], and upon her assemblies [04744], a cloud [06051] and smoke [06227] by day [03119], and the shining [05051] of a flaming [03852] fire [0784] by night [03915]: for upon all the glory [03519] shall be a defence [02646].
6 And there shall be a tabernacle [05521] for a shadow [06738] in the daytime [03119] from the heat [02721], and for a place of refuge [04268], and for a covert [04563] from storm [02230] and from rain [04306].
10 Enter [0935] into the rock [06697], and hide [02934] thee in the dust [06083], for [06440] fear [06343] of the LORD [03068], and for the glory [01926] of his majesty [01347].
11 The lofty [01365] looks [05869] of man [0120] shall be humbled [08213], and the haughtiness [07312] of men [0582] shall be bowed down [07817], and the LORD [03068] alone shall be exalted [07682] in that day [03117].
12 For the day [03117] of the LORD [03068] of hosts [06635] shall be upon every one that is proud [01343] and lofty [07311], and upon every one that is lifted up [05375]; and he shall be brought low [08213]:
13 And upon all the cedars [0730] of Lebanon [03844], that are high [07311] and lifted up [05375], and upon all the oaks [0437] of Bashan [01316],
14 And upon all the high [07311] mountains [02022], and upon all the hills [01389] that are lifted up [05375],
15 And upon every high [01364] tower [04026], and upon every fenced [01219] wall [02346],
16 And upon all the ships [0591] of Tarshish [08659], and upon all pleasant [02532] pictures [07914].
17 And the loftiness [01365] of man [0120] shall be bowed down [07817], and the haughtiness [07312] of men [0582] shall be made low [08213]: and the LORD [03068] alone shall be exalted [07682] in that day [03117].
18 And the idols [0457] he shall utterly [03632] abolish [02498].
19 And they shall go [0935] into the holes [04631] of the rocks [06697], and into the caves [04247] of the earth [06083], for [06440] fear [06343] of the LORD [03068], and for the glory [01926] of his majesty [01347], when he ariseth [06965] to shake terribly [06206] the earth [0776].
20 In that day [03117] a man [0120] shall cast [07993] his idols [0457] of silver [03701], and his idols [0457] of gold [02091], which they made each one for himself [06213] to worship [07812], to the moles [02661] [06512] and to the bats [05847];
21 To go [0935] into the clefts [05366] of the rocks [06697], and into the tops [05585] of the ragged rocks [05553], for [06440] fear [06343] of the LORD [03068], and for the glory [01926] of his majesty [01347], when he ariseth [06965] to shake terribly [06206] the earth [0776].
22 Cease [02308] ye from man [0120], whose breath [05397] is in his nostrils [0639]: for wherein is he to be accounted of [02803]?
25 Therefore he hath poured [08210] upon him the fury [02534] of his anger [0639], and the strength [05807] of battle [04421]: and it hath set him on fire [03857] round about [05439], yet he knew [03045] not; and it burned [01197] him, yet he laid [07760] it not to heart [03820].
43 Rejoice [07442], O ye nations [01471], with his people [05971]: for he will avenge [05358] the blood [01818] of his servants [05650], and will render [07725] vengeance [05359] to his adversaries [06862], and will be merciful [03722] unto his land [0127], and to his people [05971].
41 If I whet [08150] my glittering [01300] sword [02719], and mine hand [03027] take hold [0270] on judgment [04941]; I will render [07725] vengeance [05359] to mine enemies [06862], and will reward [07999] them that hate [08130] me.
25 And I will turn [07725] my hand [03027] upon thee, and purely [01253] purge away [06884] thy dross [05509], and take away [05493] all thy tin [0913]:
13 That thou turnest [07725] thy spirit [07307] against God [0410], and lettest such words [04405] go out [03318] of thy mouth [06310]?
38 But he, being full of compassion [07349], forgave [03722] their iniquity [05771], and destroyed [07843] them not: yea, many a time [07235] turned [07725] he his anger [0639] away [07725], and did not stir up [05782] all his wrath [02534].
13 If God [0433] will not withdraw [07725] his anger [0639], the proud [07293] helpers [05826] do stoop [07817] under him.
8 Their horses [05483] also are swifter [07043] than the leopards [05246], and are more fierce [02300] than the evening [06153] wolves [02061]: and their horsemen [06571] shall spread [06335] themselves, and their horsemen [06571] shall come [0935] from far [07350]; they shall fly [05774] as the eagle [05404] that hasteth [02363] to eat [0398].
13 Behold, he shall come up [05927] as clouds [06051], and his chariots [04818] shall be as a whirlwind [05492]: his horses [05483] are swifter [07043] than eagles [05404]. Woe [0188] unto us! for we are spoiled [07703].
13 The LORD [03068] also thundered [07481] in the heavens [08064], and the Highest [05945] gave [05414] his voice [06963]; hail [01259] stones and coals [01513] of fire [0784].
30 And the LORD [03068] shall cause his glorious [01935] voice [06963] to be heard [08085], and shall shew [07200] the lighting down [05183] of his arm [02220], with the indignation [02197] of his anger [0639], and with the flame [03851] of a devouring [0398] fire [0784], with scattering [05311], and tempest [02230], and hailstones [068] [01259].
6 Thou shalt be visited [06485] of the LORD [03068] of hosts [06635] with thunder [07482], and with earthquake [07494], and great [01419] noise [06963], with storm [05492] and tempest [05591], and the flame [03851] of devouring [0398] fire [0784].
9 He bowed [05186] the heavens [08064] also, and came down [03381]: and darkness [06205] was under his feet [07272].
27 Behold, the name [08034] of the LORD [03068] cometh [0935] from far [04801], burning [01197] with his anger [0639], and the burden [04858] thereof is heavy [03514]: his lips [08193] are full [04390] of indignation [02195], and his tongue [03956] as a devouring [0398] fire [0784]:
17 And the light [0216] of Israel [03478] shall be for a fire [0784], and his Holy One [06918] for a flame [03852]: and it shall burn [01197] and devour [0398] his thorns [07898] and his briers [08068] in one [0259] day [03117];
15 For, behold, the LORD [03068] will come [0935] with fire [0784], and with his chariots [04818] like a whirlwind [05492], to render [07725] his anger [0639] with fury [02534], and his rebuke [01606] with flames [03851] of fire [0784].
