A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
Referring to the Euphrates, which was turned into a different channel, close to Babylon, by Cyrus, who thereby took the city. "The deep" is applied to Euphrates as "sea" (Jer 51:32, Jer 51:36). "Rivers" refers to the artificial canals from the Euphrates made to irrigate the country; when it was turned off into a different bed (namely, a lake, forty miles square, which was originally formed to receive the superfluous water in an inundation), the canals became dry.

16 Thus saith [0559] the LORD [03068], which maketh [05414] a way [01870] in the sea [03220], and a path [05410] in the mighty [05794] waters [04325];
17 Which bringeth forth [03318] the chariot [07393] and horse [05483], the army [02428] and the power [05808]; they shall lie down [07901] together [03162], they shall not rise [06965]: they are extinct [01846], they are quenched [03518] as tow [06594].
8 And I saw [07200], when for all the causes [0182] whereby backsliding [04878] Israel [03478] committed adultery [05003] I had put her away [07971], and given [05414] her a bill [05612] of divorce [03748]; yet her treacherous [0898] sister [0269] Judah [03063] feared [03372] not, but went [03212] and played the harlot [02181] also.
