A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
Lest the Jews should suppose that He who was just before described as a "shepherd" is a mere man, He is now described as GOD.

Who--Who else but GOD could do so? Therefore, though the redemption and restoration of His people, foretold here, was a work beyond man's power, they should not doubt its fulfilment since all things are possible to Him who can accurately regulate the proportion of the waters as if He had measured them with His hand (compare Isa 40:15). But MAURER translates: "Who can measure," &c., that is, How immeasurable are the works of God? The former is a better explanation (Job 28:25; Pro 30:4).

span--the space from the end of the thumb to the end of the middle finger extended; God measures the vast heavens as one would measure a small object with his span.

dust of the earth--All the earth is to Him but as a few grains of dust contained in a small measure (literally, "the third part of a larger measure").

hills in a balance--adjusted in their right proportions and places, as exactly as if He had weighed them out.

4 Who hath ascended up [05927] into heaven [08064], or descended [03381]? who hath gathered [0622] the wind [07307] in his fists [02651]? who hath bound [06887] the waters [04325] in a garment [08071]?who hath established [06965] all the ends [0657] of the earth [0776]? what is his name [08034], and what is his son's [01121] name [08034], if thou canst tell [03045]?
25 To make [06213] the weight [04948] for the winds [07307]; and he weigheth [08505] the waters [04325] by measure [04060].
15 Behold, the nations [01471] are as a drop [04752] of a bucket [01805], and are counted [02803] as the small dust [07834] of the balance [03976]: behold, he taketh up [05190] the isles [0339] as a very little thing [01851].
5 Thou feedest [0398] them with the bread [03899] of tears [01832]; and givest them tears [01832] to drink [08248] in great measure [07991].
27 But will God [0430] indeed [0552] dwell [03427] on the earth [0776]? behold, the heaven [08064] and heaven [08064] of heavens [08064] cannot contain [03557] thee; how much less [0637] this house [01004] that I have builded [01129]?
8 He bindeth up [06887] the waters [04325] in his thick clouds [05645]; and the cloud [06051] is not rent [01234] under them.
4 Praise [01984] him, ye heavens [08064] of heavens [08064], and ye waters [04325] that be above the heavens [08064].
6 And God [0430] said [0559], Let there be a firmament [07549] in the midst [08432] of the waters [04325], and let it divide [0914] the waters [04325] from the waters [04325].
26 Lift up [05375] your eyes [05869] on high [04791], and behold [07200] who hath created [01254] these things, that bringeth out [03318] their host [06635] by number [04557]: he calleth [07121] them all by names [08034] by the greatness [07230] of his might [0202], for that he is strong [0533] in power [03581]; not one [0376] faileth [05737].
17 Judgment [04941] also will I lay [07760] to the line [06957], and righteousness [06666] to the plummet [04949]: and the hail [01259] shall sweep away [03261] the refuge [04268] of lies [03577], and the waters [04325] shall overflow [07857] the hiding place [05643].
6 Thou makest [07760] us a strife [04066] unto our neighbours [07934]: and our enemies [0341] laugh [03932] among themselves.
12 Who hath measured [04058] the waters [04325] in the hollow of his hand [08168], and meted out [08505] heaven [08064] with the span [02239], and comprehended [03557] the dust [06083] of the earth [0776] in a measure [07991], and weighed [08254] the mountains [02022] in scales [06425], and the hills [01389] in a balance [03976]?
