A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
a man--rather, the man Christ [LOWTH]; it is as "the Son of man" He is to reign, as it was as Son of man He suffered (Mat 26:64; Joh 5:27; Joh 19:5). Not as MAURER explains, "every one of the princes shall be," &c.

rivers--as refreshing as water and the cool shade are to the heated traveller (Isa 35:6-7; Isa 41:18).

18 I will open [06605] rivers [05104] in high places [08205], and fountains [04599] in the midst [08432] of the valleys [01237]: I will make [07760] the wilderness [04057] a pool [098] of water [04325], and the dry [06723] land [0776] springs [04161] of water [04325].
6 Then shall the lame [06455] man leap [01801] as an hart [0354], and the tongue [03956] of the dumb [0483] sing [07442]: for in the wilderness [04057] shall waters [04325] break out [01234], and streams [05158] in the desert [06160].
7 And the parched ground [08273] shall become a pool [098], and the thirsty land [06774] springs [04002] of water [04325]: in the habitation [05116] of dragons [08577], where each lay [07258], shall be grass [02682] with reeds [07070] and rushes [01573].
5 Then [3767] came [1831] Jesus [2424] forth [1854], wearing [5409] the crown [4735] of thorns [174], and [2532] the purple [4210] robe [2440]. And [2532] Pilate saith [3004] unto them [846], Behold [2396] the man [444]!
27 And [2532] hath given [1325] him [846] authority [1849] to execute [4160] judgment [2920] also [2532], because [3754] he is [2076] the Son [5207] of man [444].
64 Jesus [2424] saith [3004] unto him [846], Thou [4771] hast said [2036]: nevertheless [4133] I say [3004] unto you [5213], Hereafter [737] [575] shall ye see [3700] the Son [5207] of man [444] sitting [2521] on [1537] the right hand [1188] of power [1411], and [2532] coming [2064] in [1909] the clouds [3507] of heaven [3772].
2 For [1063] I know [1492] the forwardness of [4288] your [5216] mind [4288], for which [3739] I boast [2744] of [5228] you [5216] to them of Macedonia [3110], that [3754] Achaia [882] was ready [3903] a year [4070] ago [575]; and [2532] your [5216] zeal [2205] [1537] hath provoked [2042] very many [4119].
4 Praying [1189] us [2257] with [3326] much [4183] intreaty [3874] that we [2248] would receive [1209] the gift [5485], and [2532] take upon us the fellowship [2842] of the ministering [1248] to [1519] the saints [40].
1 Moreover [1161], brethren [80], we do [1107] you [5213] to wit [1107] of the grace [5485] of God [2316] bestowed [1325] on [1722] the churches [1577] of Macedonia [3109];
44 And [1161] all [3956] that believed [4100] were [2258] together [1909] [846], and [2532] had [2192] all things [537] common [2839];
45 And [2532] sold [4097] their possessions [2933] and [2532] goods [5223], and [2532] parted [1266] them [846] to all [3956] men, as [2530] every man [5100] had [302] [2192] need [5532].
3 Thy people [05971] shall be willing [05071] in the day [03117] of thy power [02428], in the beauties [01926] of holiness [06944] from the womb [07358] of the morning [04891]: thou hast the dew [02919] of thy youth [03208].
8 But the liberal [05081] deviseth [03289] liberal things [05081]; and by liberal things [05081] shall he stand [06965].
5 The vile person [05036] shall be no more called [07121] liberal [05081], nor the churl [03596] said [0559] to be bountiful [07771].
3 And the eyes [05869] of them that see [07200] shall not be dim [08159], and the ears [0241] of them that hear [08085] shall hearken [07181].
4 The heart [03824] also of the rash [04116] shall understand [0995] knowledge [01847], and the tongue [03956] of the stammerers [05926] shall be ready [04116] to speak [01696] plainly [06703].
2 And a man [0376] shall be as an hiding place [04224] from the wind [07307], and a covert [05643] from the tempest [02230]; as rivers [06388] of water [04325] in a dry place [06724], as the shadow [06738] of a great [03515] rock [05553] in a weary [05889] land [0776].
1 Behold, a king [04428] shall reign [04427] in righteousness [06664], and princes [08269] shall rule [08323] in judgment [04941].
5 Then the eyes [05869] of the blind [05787] shall be opened [06491], and the ears [0241] of the deaf [02795] shall be unstopped [06605].
18 And in that day [03117] shall the deaf [02795] hear [08085] the words [01697] of the book [05612], and the eyes [05869] of the blind [05787] shall see [07200] out of obscurity [0652], and out of darkness [02822].
4 For thou hast been a strength [04581] to the poor [01800], a strength [04581] to the needy [034] in his distress [06862], a refuge [04268] from the storm [02230], a shadow [06738] from the heat [02721], when the blast [07307] of the terrible ones [06184] is as a storm [02230] against the wall [07023].
6 And there shall be a tabernacle [05521] for a shadow [06738] in the daytime [03119] from the heat [02721], and for a place of refuge [04268], and for a covert [04563] from storm [02230] and from rain [04306].
