A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
God reigns. The wicked, if for a time successful, shall be cut off. He hears and confirms the hearts of His suffering people (Psa 112:7), executes justice for the feeble, and represses the pride and violence of conceited, though frail, men (compare Psa 9:16).

5 Thou hast rebuked [01605] the heathen [01471], thou hast destroyed [06] the wicked [07563], thou hast put out [04229] their name [08034] for ever [05769] and ever [05703].
18 For the needy [034] shall not alway [05331] be forgotten [07911]: the expectation [08615] of the poor [06041] [06035] shall not perish [06] for ever [05703].
17 I will praise [03034] the LORD [03068] according to his righteousness [06664]: and will sing praise [02167] to the name [08034] of the LORD [03068] most high [05945].
8 Depart [05493] from me, all ye workers [06466] of iniquity [0205]; for the LORD [03068] hath heard [08085] the voice [06963] of my weeping [01065].
9 The LORD [03068] hath heard [08085] my supplication [08467]; the LORD [03068] will receive [03947] my prayer [08605].
17 (As [2531] it is written [1125], [3754] I have made [5087] thee [4571] a father [3962] of many [4183] nations [1484],) before [2713] him whom [3739] he believed [4100], even God [2316], who quickeneth [2227] the dead [3498], and [2532] calleth [2564] those things which be [5607] not [3361] as though [5613] they were [5607].
