A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
Solomon gave Hiram twenty cities in the land of Galilee--According to JOSEPHUS, they were situated on the northwest of it, adjacent to Tyre. Though lying within the boundaries of the promised land (Gen 15:18; Jos 1:4), they had never been conquered till then, and were inhabited by Canaanite heathens (Jdg 4:2-13; Kg2 15:29). They were probably given to Hiram, whose dominions were small, as a remuneration for his important services in furnishing workmen, materials, and an immense quantity of wrought gold (Kg1 9:14) for the temple and other buildings [MICHAELIS]. The gold, however, as others think, may have been the amount of forfeits paid to Solomon by Hiram for not being able to answer the riddles and apothegms, with which, according to JOSEPHUS, in their private correspondence, the two sovereigns amused themselves. Hiram having refused these cities, probably on account of their inland situation making them unsuitable to his maritime and commercial people, Solomon satisfied his ally in some other way; and, taking these cities into his own hands, he first repaired their shattered walls, then filled them with a colony of Hebrews (Ch2 8:2).

2 That the cities [05892] which Huram [02361] had restored [05414] to Solomon [08010], Solomon [08010] built [01129] them, and caused the children [01121] of Israel [03478] to dwell [03427] there.
14 And Hiram [02438] sent [07971] to the king [04428] sixscore [03967] [06242] talents [03603] of gold [02091].
29 In the days [03117] of Pekah [06492] king [04428] of Israel [03478] came [0935] Tiglathpileser [08407] king [04428] of Assyria [0804], and took [03947] Ijon [05859], and Abelbethmaachah [062], and Janoah [03239], and Kedesh [06943], and Hazor [02674], and Gilead [01568], and Galilee [01551], all the land [0776] of Naphtali [05321], and carried them captive [01540] to Assyria [0804].
2 And the LORD [03068] sold [04376] them into the hand [03027] of Jabin [02985] king [04428] of Canaan [03667], that reigned [04427] in Hazor [02674]; the captain [08269] of whose host [06635] was Sisera [05516], which dwelt [03427] in Harosheth [02800] of the Gentiles [01471].
3 And the children [01121] of Israel [03478] cried [06817] unto the LORD [03068]: for he had nine [08672] hundred [03967] chariots [07393] of iron [01270]; and twenty [06242] years [08141] he mightily [02394] oppressed [03905] the children [01121] of Israel [03478].
4 And Deborah [01683], a prophetess [05031], the wife [0802] of Lapidoth [03941], she judged [08199] Israel [03478] at that time [06256].

7 And I will draw [04900] unto thee to the river [05158] Kishon [07028] Sisera [05516], the captain [08269] of Jabin's [02985] army [06635], with his chariots [07393] and his multitude [01995]; and I will deliver [05414] him into thine hand [03027].
8 And Barak [01301] said [0559] unto her, If thou wilt go [03212] with me, then I will go [01980]: but if thou wilt not go [03212] with me, then I will not go [03212].
9 And she said [0559], I will surely [01980] go [03212] with thee: notwithstanding [0657] the journey [01870] that thou takest [01980] shall not be for thine honour [08597]; for the LORD [03068] shall sell [04376] Sisera [05516] into the hand [03027] of a woman [0802]. 4 From the wilderness [04057] and this Lebanon [03844] even unto the great [01419] river [05104], the river [05104] Euphrates [06578], all the land [0776] of the Hittites [02850], and unto the great [01419] sea [03220] toward the going down [03996] of the sun [08121], shall be your coast [01366].
