Gods - אלהים 'ĕlohı̂ym is here used in a general sense of a supernatural appearance, either angel or spirit. Hell, or the place of the departed (compare Sa1 28:19; Sa2 12:23) is represented as under the earth Isa 14:9-10; Eze 32:18.

18 Son of man, wail for the multitude of Egypt, and cast them down, even her, and the daughters of the famous nations, unto the nether parts of the earth, with them that go down into the pit.
9 Hell from beneath is moved for thee to meet thee at thy coming: it stirreth up the dead for thee, even all the chief ones of the earth; it hath raised up from their thrones all the kings of the nations.
10 All they shall speak and say unto thee, Art thou also become weak as we? art thou become like unto us?
23 But now he is dead, wherefore should I fast? can I bring him back again? I shall go to him, but he shall not return to me.
19 Moreover the LORD will also deliver Israel with thee into the hand of the Philistines: and to morrow shalt thou and thy sons be with me: the LORD also shall deliver the host of Israel into the hand of the Philistines.
