1Ki 7:28 King James And the work of the bases was on this manner: they had borders, and the borders were between the ledges:

Borders - Rather, "panels" (so Kg1 7:32, Kg1 7:35), a set of square compartments between the "ledges" or borders, or mouldings. Below the panelling, with its ornamentation of lions, oxen (the two animal forms which occur most frequently in Assyrian decoration), and cherubim, was a space decorated with "additions of thin work" Kg1 7:29.

Upon the "ledges" Kg1 7:29 which surrounded the top of the base there was a stand for the laver, distinct from the upper surface of the base.
