A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
The prosperous wicked are insolently proud (compare Psa 5:5). They die, as well as live, free from perplexities: pride adorns them, and violence is their clothing; indeed they are inflated with unexpected success. With all this--

5 The foolish [01984] shall not stand [03320] in thy sight [05869]: thou hatest [08130] all workers [06466] of iniquity [0205].
1 To the chief Musician [05329], A Psalm of David [01732]. The fool [05036] hath said [0559] in his heart [03820], There is no God [0430]. They are corrupt [07843], they have done abominable [08581] works [05949], there is none that doeth [06213] good [02896].
17 For he put on [03847] righteousness [06666] as a breastplate [08302], and an helmet [03553] of salvation [03444] upon his head [07218]; and he put on [03847] the garments [0899] of vengeance [05359] for clothing [08516], and was clad [05844] with zeal [07068] as a cloke [04598].
6 Therefore pride [01346] compasseth them about as a chain [06059]; violence [02555] covereth [05848] them as a garment [07897].
14 And at evening [06153] let them return [07725]; and let them make a noise [01993] like a dog [03611], and go round about [05437] the city [05892].
5 They are not in trouble [05999] as other men [0582]; neither are they plagued [05060] like [05973] other men [0120].
4 For there are no bands [02784] in their death [04194]: but their strength [0193] is firm [01277].
12 Let us swallow them up [01104] alive [02416] as the grave [07585]; and whole [08549], as those that go down [03381] into the pit [0953]:
23 One dieth [04191] in his full [08537] strength [06106], being wholly at ease [07946] and quiet [07961].
18 Surely thou didst set [07896] them in slippery places [02513]: thou castedst them down [05307] into destruction [04876].
14 And at evening [06153] let them return [07725]; and let them make a noise [01993] like a dog [03611], and go round about [05437] the city [05892].
4 For there are no bands [02784] in their death [04194]: but their strength [0193] is firm [01277].
11 Vow [05087], and pay [07999] unto the LORD [03068] your God [0430]: let all that be round about [05439] him bring [02986] presents [07862] unto him that ought to be feared [04172].
6 They that trust [0982] in their wealth [02428], and boast [01984] themselves in the multitude [07230] of their riches [06239];
3 For I was envious [07065] at the foolish [01984], when I saw [07200] the prosperity [07965] of the wicked [07563].
6 Thou shalt destroy [06] them that speak [01696] leasing [03577]: the LORD [03068] will abhor [08581] the bloody [01818] and deceitful [04820] man [0376].
31 Envy [07065] thou not the oppressor [0376] [02555], and choose [0977] none of his ways [01870].
1 A Psalm of David [01732]. Fret [02734] not thyself because of evildoers [07489], neither be thou envious [07065] against the workers [06213] of iniquity [05766].
14 As the fire [0784] burneth [01197] a wood [03293], and as the flame [03852] setteth [03857] the mountains [02022] on fire [03857];
12 Who said [0559], Let us take to ourselves the houses [04999] of God [0430] in possession [03423].
7 Turn us again [07725], O God [0430] of hosts [06635], and cause thy face [06440] to shine [0215]; and we shall be saved [03467].
66 And he smote [05221] his enemies [06862] in the hinder parts [0268]: he put [05414] them to a perpetual [05769] reproach [02781].
