All that the Lord ... - By this answer the people accepted the covenant. It was the preliminary condition of their complete admission into the state of a royal priesthood. |

The Fifth Dispensation: Law. This dispensation extends from Sinai to Calvary -- from Exodus to the Cross. The history of Israel in the wilderness and in the land is one long record of the violation of the law. The testing of the nation by law ended in the judgment of the Captivities, but the dispensation itself ended at the Cross.

Explanatory Notes on the Whole Bible, by John Wesley [1754-65] |
And they answered together; all that the Lord hath spoken we will do - Thus accepting the Lord to be to them a God, and giving up themselves to be to him a people. |
Adam Clarke Commentary on the Whole Bible - Published 1810-1826 |
And all the people answered, etc. - The people, having such gracious advantages laid before them, most cheerfully consented to take God for their portion; as he had graciously promised to take them for his people. Thus a covenant was made, the parties being mutually bound to each other.
Moses returned the words - When the people had on their part consented to the covenant, Moses appears to have gone immediately up to the mountain and related to God the success of his mission; for he was now on the mount, as appears from Exo 19:14. |
10 That in [1519] the dispensation [3622] of the fulness [4138] of times [2540] he might gather together in one [346] all things [3956] in [1722] Christ [5547], both [5037] which [3588] are in [1722] heaven [3772], and [2532] which [3588] are on [1909] earth [1093]; even in [1722] him [846]:
17 For [3754] the law [3551] was given [1325] by [1223] Moses [3475], but grace [5485] and [2532] truth [225] came [1096] by [1223] Jesus [2424] Christ [5547].
1 Now the LORD [03068] had said [0559] unto Abram [087], Get thee out [03212] of thy country [0776], and from thy kindred [04138], and from thy father's [01] house [01004], unto a land [0776] that I will shew [07200] thee:
21 And the LORD [03068] smelled [07306] a sweet [05207] savour [07381]; and the LORD [03068] said [0559] in [0413] his heart [03820], I will not again [03254] curse [07043] the ground [0127] any more for man's [0120] sake [05668]; for the imagination [03336] of man's [0120] heart [03820] is evil [07451] from his youth [05271]; neither will I again [03254] smite [05221] any more every thing living [02416], as I have done [06213].
23 Therefore the LORD [03068] God [0430] sent him forth [07971] from the garden [01588] of Eden [05731], to till [05647] the ground [0127] from whence he was taken [03947].
28 And God [0430] blessed [01288] them, and God [0430] said [0559] unto them, Be fruitful [06509], and multiply [07235], and replenish [04390] the earth [0776], and subdue it [03533]: and have dominion [07287] over the fish [01710] of the sea [03220], and over the fowl [05775] of the air [08064], and over every living thing [02416] that moveth [07430] upon the earth [0776].
20 And Noah [05146] builded [01129] an altar [04196] unto the LORD [03068]; and took [03947] of every clean [02889] beast [0929], and of every clean [02889] fowl [05775], and offered [05927] burnt offerings [05930] on the altar [04196].
20 And [1161] when [3752] ye shall see [1492] Jerusalem [2419] compassed [2944] with [5259] armies [4760], then [5119] know [1097] that [3754] the desolation [2050] thereof [846] is nigh [1448].
21 Then [5119] let them [5343] which are in [1722] Judaea [2449] flee [5343] to [1519] the mountains [3735]; and [2532] let them [1633] which are in [1722] the midst [3319] of it [846] depart out [1633]; and [2532] let [1525] not [3361] them that are in [1722] the countries [5561] enter [1525] thereinto [1519] [846].
22 For [3754] these [3778] be [1526] the days [2250] of vengeance [1557], that all things [3956] which [3588] are written [1125] may be fulfilled [4137].
23 But [1161] woe [3759] unto [1722] them that are with child [1064] [2192], and [2532] to them that give suck [2337], in [1722] those [1565] days [2250]! for [1063] there shall be [2071] great [3173] distress [318] in [1909] the land [1093], and [2532] wrath [3709] upon [1722] this [5129] people [2992].
24 And [2532] they shall fall [4098] by the edge [4750] of the sword [3162], and [2532] shall be led away captive [163] into [1519] all [3956] nations [1484]: and [2532] Jerusalem [2419] shall be [2071] trodden down [3961] of [5259] the Gentiles [1484], until [891] the times [2540] of the Gentiles [1484] be fulfilled [4137].
1 And it came to pass in the ninth [08671] year [08141] of his reign [04427], in the tenth [06224] month [02320], in the tenth [06218] day of the month [02320], that Nebuchadnezzar [05019] king [04428] of Babylon [0894] came [0935], he, and all his host [02428], against Jerusalem [03389], and pitched [02583] against it; and they built [01129] forts [01785] against it round about [05439].
2 And the city [05892] was besieged [0935] [04692] unto the eleventh [06249] [06240] year [08141] of king [04428] Zedekiah [06667].
3 And on the ninth [08672] day of the fourth month [02320] the famine [07458] prevailed [02388] in the city [05892], and there was no bread [03899] for the people [05971] of the land [0776].
4 And the city [05892] was broken up [01234], and all the men [0582] of war [04421] fled by night [03915] by the way [01870] of the gate [08179] between two walls [02346], which is by the king's [04428] garden [01588]: (now the Chaldees [03778] were against the city [05892] round about [05439]:) and the king went [03212] the way [01870] toward the plain [06160].
5 And the army [02428] of the Chaldees [03778] pursued [07291] after [0310] the king [04428], and overtook [05381] him in the plains [06160] of Jericho [03405]: and all his army [02428] were scattered [06327] from him.
6 So they took [08610] the king [04428], and brought him up [05927] to the king [04428] of Babylon [0894] to Riblah [07247]; and they gave [01696] judgment [04941] upon him.
7 And they slew [07819] the sons [01121] of Zedekiah [06667] before his eyes [05869], and put out [05786] the eyes [05869] of Zedekiah [06667], and bound [0631] him with fetters [05178] of brass [05178], and carried [0935] him to Babylon [0894].
8 And in the fifth [02549] month [02320], on the seventh [07651] day of the month [02320], which is the nineteenth [08672] [06240] [08141] year [08141] of king [04428] Nebuchadnezzar [05019] king [04428] of Babylon [0894], came [0935] Nebuzaradan [05018], captain [07227] of the guard [02876], a servant [05650] of the king [04428] of Babylon [0894], unto Jerusalem [03389]:
9 And he burnt [08313] the house [01004] of the LORD [03068], and the king's [04428] house [01004], and all the houses [01004] of Jerusalem [03389], and every great [01419] man's house [01004] burnt [08313] he with fire [0784].
10 And all the army [02428] of the Chaldees [03778], that were with the captain [07227] of the guard [02876], brake down [05422] the walls [02346] of Jerusalem [03389] round about [05439].
11 Now the rest [03499] of the people [05971] that were left [07604] in the city [05892], and the fugitives [05307] that fell away [05307] to the king [04428] of Babylon [0894], with the remnant [03499] of the multitude [01995], did Nebuzaradan [05018] the captain [07227] of the guard [02876] carry away [01540].
20 And the LORD [03068] rejected [03988] all the seed [02233] of Israel [03478], and afflicted [06031] them, and delivered [05414] them into the hand [03027] of spoilers [08154], until he had cast [07993] them out of his sight [06440].
1 In the twelfth [08147] [06240] year [08141] of Ahaz [0271] king [04428] of Judah [03063] began Hoshea [01954] the son [01121] of Elah [0425] to reign [04427] in Samaria [08111] over Israel [03478] nine [08672] years [08141].
2 And he did [06213] that which was evil [07451] in the sight [05869] of the LORD [03068], but not as the kings [04428] of Israel [03478] that were before [06440] him.
3 Against him came up [05927] Shalmaneser [08022] king [04428] of Assyria [0804]; and Hoshea [01954] became his servant [05650], and gave [07725] him presents [04503].
4 And the king [04428] of Assyria [0804] found [04672] conspiracy [07195] in Hoshea [01954]: for he had sent [07971] messengers [04397] to So [05471] king [04428] of Egypt [04714], and brought [05927] no present [04503] to the king [04428] of Assyria [0804], as he had done year [08141] by year [08141]: therefore the king [04428] of Assyria [0804] shut him up [06113], and bound [0631] him in prison [01004] [03608].
5 Then the king [04428] of Assyria [0804] came up [05927] throughout all the land [0776], and went up [05927] to Samaria [08111], and besieged [06696] it three [07969] years [08141].
6 In the ninth [08671] year [08141] of Hoshea [01954] the king [04428] of Assyria [0804] took [03920] Samaria [08111], and carried [01540] Israel [03478] away [01540] into Assyria [0804], and placed [03427] them in Halah [02477] and in Habor [02249] by the river [05104] of Gozan [01470], and in the cities [05892] of the Medes [04074].
23 Him [5126], being delivered [1560] by the determinate [3724] counsel [1012] and [2532] foreknowledge [4268] of God [2316], ye have taken [2983], and by [1223] wicked [459] hands [5495] have crucified [4362] and slain [337]:
22 Ye men [435] of Israel [2475], hear [191] these [5128] words [3056]; Jesus [2424] of Nazareth [3480], a man [435] approved [584] of [575] God [2316] among [1519] you [5209] by miracles [1411] and [2532] wonders [5059] and [2532] signs [4592], which [3739] God [2316] did [4160] by [1223] him [846] in [1722] the midst [3319] of you [5216], as [2531] ye yourselves [846] also [2532] know [1492]:
19 Also Judah [03063] kept [08104] not the commandments [04687] of the LORD [03068] their God [0430], but walked [03212] in the statutes [02708] of Israel [03478] which they made [06213].
7 For so it was, that the children [01121] of Israel [03478] had sinned [02398] against the LORD [03068] their God [0430], which had brought them up [05927] out of the land [0776] of Egypt [04714], from under the hand [03027] of Pharaoh [06547] king [04428] of Egypt [04714], and had feared [03372] other [0312] gods [0430],
8 And walked [03212] in the statutes [02708] of the heathen [01471], whom the LORD [03068] cast out [03423] from before [06440] the children [01121] of Israel [03478], and of the kings [04428] of Israel [03478], which they had made [06213].
9 And the children [01121] of Israel [03478] did secretly [02644] those things [01697] that were not right against the LORD [03068] their God [0430], and they built [01129] them high places [01116] in all their cities [05892], from the tower [04026] of the watchmen [05341] to the fenced [04013] city [05892].
10 And they set them up [05324] images [04676] and groves [0842] in every high [01364] hill [01389], and under every green [07488] tree [06086]:
11 And there they burnt incense [06999] in all the high places [01116], as did the heathen [01471] whom the LORD [03068] carried away [01540] before [06440] them; and wrought [06213] wicked [07451] things [01697] to provoke the LORD [03068] to anger [03707]:
12 For they served [05647] idols [01544], whereof the LORD [03068] had said [0559] unto them, Ye shall not do [06213] this thing [01697].
13 Yet the LORD [03068] testified [05749] against Israel [03478], and against Judah [03063], by [03027] all the prophets [05030], and by all the seers [02374], saying [0559], Turn [07725] ye from your evil [07451] ways [01870], and keep [08104] my commandments [04687] and my statutes [02708], according to all the law [08451] which I commanded [06680] your fathers [01], and which I sent [07971] to you by [03027] my servants [05650] the prophets [05030].
14 Notwithstanding they would not hear [08085], but hardened [07185] their necks [06203], like to the neck [06203] of their fathers [01], that did not believe [0539] in the LORD [03068] their God [0430].
15 And they rejected [03988] his statutes [02706], and his covenant [01285] that he made [03772] with their fathers [01], and his testimonies [05715] which he testified [05749] against them; and they followed [03212] [0310] vanity [01892], and became vain [01891], and went after [0310] the heathen [01471] that were round about [05439] them, concerning whom the LORD [03068] had charged [06680] them, that they should not do [06213] like them.
16 And they left [05800] all the commandments [04687] of the LORD [03068] their God [0430], and made [06213] them molten images [04541], even two [08147] calves [05695], and made [06213] a grove [0842], and worshipped [07812] all the host [06635] of heaven [08064], and served [05647] Baal [01168].
17 And they caused their sons [01121] and their daughters [01323] to pass [05674] through the fire [0784], and used [07080] divination [07081] and enchantments [05172], and sold [04376] themselves to do [06213] evil [07451] in the sight [05869] of the LORD [03068], to provoke him to anger [03707].
5 For [1063] Moses [3475] describeth [1125] the righteousness [1343] which [3588] is of [1537] the law [3551], That [3754] the man [444] which doeth [4160] those things [846] shall live [2198] by [1722] them [846].
6 And ye shall be unto me a kingdom [04467] of priests [03548], and an holy [06918] nation [01471]. These are the words [01697] which thou shalt speak [01696] unto the children [01121] of Israel [03478].
5 Now therefore, if ye will obey [08085] my voice [06963] indeed [08085], and keep [08104] my covenant [01285], then ye shall be a peculiar treasure [05459] unto me above all people [05971]: for all the earth [0776] is mine:
1 In the third [07992] month [02320], when the children [01121] of Israel [03478] were gone forth [03318] out of the land [0776] of Egypt [04714], the same day [03117] came [0935] they into the wilderness [04057] of Sinai [05514].
2 For they were departed [05265] from Rephidim [07508], and were come [0935] to the desert [04057] of Sinai [05514], and had pitched [02583] in the wilderness [04057]; and there Israel [03478] camped [02583] before the mount [02022].
3 And Moses [04872] went up [05927] unto God [0430], and the LORD [03068] called [07121] unto him out of the mountain [02022], saying [0559], Thus shalt thou say [0559] to the house [01004] of Jacob [03290], and tell [05046] the children [01121] of Israel [03478];
4 Ye have seen [07200] what I did [06213] unto the Egyptians [04714], and how I bare [05375] you on eagles [05404]' wings [03671], and brought [0935] you unto myself.
14 And Moses [04872] went down [03381] from the mount [02022] unto the people [05971], and sanctified [06942] the people [05971]; and they washed [03526] their clothes [08071].
