A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
when Pharaoh drew nigh, the children of Israel lifted up their eyes--The great consternation of the Israelites is somewhat astonishing, considering their vast superiority in numbers, but their deep dismay and absolute despair at the sight of this armed host receives a satisfactory explanation from the fact that the civilized state of Egyptian society required the absence of all arms, except when they were on service. If the Israelites were entirely unarmed at their departure, they could not think of making any resistance [WILKINSON and HENGSTENBERG].

21 And they said [0559] unto them, The LORD [03068] look [07200] upon you, and judge [08199]; because ye have made our savour [07381] to be abhorred [0887] in the eyes [05869] of Pharaoh [06547], and in the eyes [05869] of his servants [05650], to put [05414] a sword [02719] in their hand [03027] to slay [02026] us.
12 Is not this the word [01697] that we did tell [01696] thee in Egypt [04714], saying [0559], Let us alone [02308], that we may serve [05647] the Egyptians [04714]? For it had been better [02896] for us to serve [05647] the Egyptians [04714], than that we should die [04191] in the wilderness [04057].
