A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]
So Ahaz sent messengers to Tiglath-pileser--In spite of the assurance given him by Isaiah by two signs, the one immediate, the other remote (Isa 7:14; Isa 8:4), that the confederate kings would not prevail against him, Ahaz sought aid from the Assyrian monarch, to purchase which he sent the treasures of the palace and temple. Tiglath-pileser marched against Damascus, slew Rezin the king, and carried the people of Damascus into captivity to Kir, which is thought to have been the city Karine (now Kerend), in Media.

4 For before the child [05288] shall have knowledge [03045] to cry [07121], My father [01], and my mother [0517], the riches [02428] of Damascus [01834] and the spoil [07998] of Samaria [08111] shall be taken away [05375] before [06440] the king [04428] of Assyria [0804].
14 Therefore the Lord [0136] himself shall give [05414] you a sign [0226]; Behold, a virgin [05959] shall conceive [02030], and bear [03205] a son [01121], and shall call [07121] his name [08034] Immanuel [06005] [0410].
12 Say [0559] ye not, A confederacy [07195], to all them to whom this people [05971] shall say [0559], A confederacy [07195]; neither fear [03372] ye their fear [04172], nor be afraid [06206].
6 Forasmuch [03282] as this people [05971] refuseth [03988] the waters [04325] of Shiloah [07975] that go [01980] softly [0328], and rejoice [04885] in Rezin [07526] and Remaliah's [07425] son [01121];
13 And he said [0559], Hear [08085] ye now, O house [01004] of David [01732]; Is it a small thing [04592] for you to weary [03811] men [0582], but will ye weary [03811] my God [0430] also?
18 The Philistines [06430] also had invaded [06584] the cities [05892] of the low country [08219], and of the south [05045] of Judah [03063], and had taken [03920] Bethshemesh [01053], and Ajalon [0357], and Gederoth [01450], and Shocho [07755] with the villages [01323] thereof, and Timnah [08553] with the villages [01323] thereof, Gimzo [01579] also and the villages [01323] thereof: and they dwelt [03427] there.
17 For again the Edomites [0130] had come [0935] and smitten [05221] Judah [03063], and carried away [07617] captives [07628].
16 At that time [06256] did king [04428] Ahaz [0271] send [07971] unto the kings [04428] of Assyria [0804] to help [05826] him.
4 If we say [0559], We will enter [0935] into the city [05892], then the famine [07458] is in the city [05892], and we shall die [04191] there: and if we sit still [03427] here, we die [04191] also. Now therefore come [03212], and let us fall [05307] unto the host [04264] of the Syrians [0758]: if they save us alive [02421], we shall live [02421]; and if they kill [04191] us, we shall but die [04191].
