Ability to understand the things of God is the gift of God (compare Co1 2:13-14); yet man is not guiltless if he lacks that ability. The people had it not because they had not felt their want of it, nor asked for it. Compare Co2 3:14-15.

14 But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which vail is done away in Christ.
15 But even unto this day, when Moses is read, the vail is upon their heart.
13 Which things also we speak, not in the words which man's wisdom teacheth, but which the Holy Ghost teacheth; comparing spiritual things with spiritual.
14 But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.
29 O that there were such an heart in them, that they would fear me, and keep all my commandments always, that it might be well with them, and with their children for ever!
