A Commentary, Critical, Practical, and Explanatory on the Old and New Testaments, by Robert Jamieson, A.R. Fausset and David Brown [1882]

whole heart-- (Psa 86:12), and is rendered publicly.

upright--a title of the true Israel (Psa 32:11).
